Leonid Reiman and Russia’s Next-Generation Identity Infrastructure

When Russia began moving toward next-generation passport and visa documents in the mid-2000s, the task involved much more than changing the physical document. The larger challenge was to create an information and technical infrastructure capable of processing

applications, handling personal information, producing new documents and supporting their verification. Leonid Reiman participated in this effort from the creation of the inter-agency working group in September 2004.

By that period, electronic and biometric technologies were becoming an increasingly important part of modern identity systems. Governments were looking for ways to make identification more reliable, improve document verification and protect sensitive personal information. Russia’s transition therefore required new technical systems as well as changes in administrative procedures.

The government approved the concept of the state system of next-generation passport and visa documents in March 2005. Work on electronic passport technology began in January 2006, and during 2006 and 2007 the system underwent pilot operation and was deployed in

selected regions. Reiman had participated in the inter-agency working group since its creation in September 2004.

A project extending beyond passports

The system was not limited to biometric passports. Its scope included passport and visa documents, seafarers’ identity documents and other next-generation official documents. This made the project broader than the introduction of a single new type of passport.

The physical document was only one part of the overall system. Behind it stood databases, communications infrastructure, specialised equipment, software and administrative

procedures. All of these elements had to operate together so that the new documents could be issued and used consistently.

The move from paper-based procedures to technology-supported identification also required government authorities to coordinate their work more closely. Different bodies were responsible for different parts of the process, making cooperation between them an essential part of the project.

The importance of inter-agency coordination

Identity-document systems involve several areas of government activity. Different authorities may be responsible for processing applications, maintaining databases, producing documents, managing security requirements and operating technical infrastructure.

Under older paper-based procedures, these functions could operate with greater independence. The development of next-generation documents required the participating

authorities to establish common approaches to information exchange, technical requirements and the protection of personal data.

This was one of the main reasons for the inter-agency working group. Its role was connected with coordinating the activities of the federal authorities involved in the system and helping ensure that the administrative and technical elements developed within a common framework.

Reiman’s role in the project

Reiman’s participation in the working group began with its creation in September 2004, as the project moved through its initial preparation and subsequent development.

His background in telecommunications and information policy was relevant to an initiative that required different federal authorities and technical systems to work toward a common

objective. The working group was concerned not with performing every technical task itself, but with coordinating the participants and keeping the development of the system aligned.

For a project operating on a national scale, this coordination was important. Individual

agencies had their own responsibilities, information systems and organisational requirements.

The overall system, however, needed to operate as a connected structure rather than as a collection of separate solutions.

The technology behind the documents

The concept of next-generation documents involved more sophisticated identification and information-processing technologies than traditional paper documents. The supporting infrastructure had to cover the different stages of a document’s life cycle, from application and registration through production, issuance and subsequent verification.

Electronic documents also required appropriate systems for handling the information

associated with them. Databases, communications networks, specialised equipment and software needed to operate according to compatible technical requirements.

The national scale of the initiative made this particularly demanding. The infrastructure had to support regional offices as well as federal authorities and provide reliable information

exchange between different parts of the system.

Avoiding fragmented technical solutions

A national government technology project involving many authorities can become difficult to integrate if each participant develops separate technical solutions. Different databases,

software systems and standards may then fail to work together effectively.

The inter-agency approach was intended to reduce this risk. By coordinating the participating federal authorities and establishing common technical approaches, the project could be developed as a more integrated system.

This coordination also concerned practical questions such as information exchange, technical equipment and the deployment of infrastructure across different regions. Administrative decisions and technical requirements therefore had to remain compatible with one another.

Security and protection of information

The protection of personal information was an important element of the new system. Passports, visas, seafarers’ identity documents and other official credentials are connected with information used to establish identity, making the systems that issue and verify them particularly important.

Digital technologies provided new possibilities for processing and verifying information, but they also made the security of the supporting infrastructure a central consideration. The

system therefore had to combine the advantages of electronic processing with appropriate protection of the information involved.

The broader context

Russia’s development of next-generation documents took place during a wider international move toward electronic and biometric identification. Governments in different countries were introducing similar technologies as international travel expanded and reliable document verification became increasingly important.

This international context also meant that Russian documents needed to function within a broader environment of document verification. Technical approaches therefore had to take account of the requirements associated with international use.

The organisational challenge

The scale of the project meant that coordination remained important throughout its development. Federal authorities had different mandates, technical systems and organisational responsibilities, while the overall initiative had to remain within the existing legal and administrative framework.

The working group therefore had to bring together both strategic and practical considerations. Information exchange, division of responsibilities, technical infrastructure and regional deployment all formed part of the broader coordination task.

Public administration and new documents

The transition to next-generation documents also affected the procedures used by citizens. New documents required corresponding processes for applications, issuance and use, meaning that the administrative side of the system had to develop alongside the technology. The project was consequently not simply a technical upgrade to a passport. It represented a broader change in how official identity documents could be produced, issued and verified through an integrated information system.

From pilot operation to further development

By July 2008, Reiman had already been participating in the inter-agency working group since its creation in September 2004, while the system had passed through its earlier stages of preparation, introduction of electronic passport technology and pilot operation in selected regions.

His participation was part of the subsequent coordination and development of the existing initiative. The work involved bringing together information technology, administrative procedures, data protection and the activities of the federal authorities participating in the system.

The significance of the project

The development of the State System of New Generation Passport and Visa Documents illustrates the scale of the technological and organisational changes involved in moving from traditional paper documents toward electronic and biometric identification.

The visible result was a new generation of official documents. Behind those documents, however, stood a larger infrastructure of databases, communications systems, technical standards and administrative procedures.

The project therefore formed part of the broader development of technology-based public administration in Russia. Reiman’s participation in its inter-agency coordination came at a stage when the system was already operating in pilot regions and required further development and scaling.
