Office towers, apartment blocks and mixed-use developments now rise around transport links, shopping areas and civic spaces. From street level, these buildings can feel polished and self-contained. Glass façades shine in the afternoon sun. New lobbies smell faintly of paint and fresh carpet. Digital access panels blink beside the lifts.
Behind all that, though, sits a quieter challenge.
High-rise fire safety doesn’t end when the building opens. It begins there.

The Builder Leaves, but the Building Keeps Changing
At practical completion, the systems should match the approved design and required performance.
After that, real life moves in.
Residents install new internet connections. Retail tenants change layouts. Office fit-outs bring extra walls, ceilings, lighting and data cables. Maintenance teams replace pipes and mechanical equipment. Delivery drivers prop open doors while carrying furniture through the loading dock.
None of these activities is unusual. Together, they can slowly change the building.
A detector that once covered an open office may end up beside a new partition. A sprinkler head may become obstructed by a decorative ceiling feature. A cable installer may disturb a fire seal inside a riser. A fire door closer may be adjusted because residents complain that the door slams.
The building still looks finished.
Its fire protection, however, may no longer match the neat set of drawings stored in the handover folder.
Thirty Floors Mean Thirty Floors of Access Problems
High-rise maintenance sounds technical, and much of it is. Yet one of the hardest parts can be surprisingly ordinary: gaining access.
Plant rooms may require special keys. Apartment inspections can require resident notices. Commercial tenants may restrict contractor visits during business hours. Rooftop equipment may need permits, escorts or weather-safe access.
Then someone discovers that the person holding the pump-room key is away.
It sounds almost comical, but access failures can leave equipment untested or force contractors to return. Across a large tower, those gaps add time and cost. They can also push repair work closer to certification deadlines.
This is why fire maintenance needs a building-wide calendar, not a last-minute booking.
Since 13 February 2026, owners of Class 1b and Class 2 to 9 buildings in NSW have generally been required to ensure applicable essential fire safety measures are inspected and tested under AS 1851-2012, unless a relevant performance solution applies. The responsibility sits with the building owner, including an owners corporation where relevant.
That framework makes regular access planning part of compliance, not merely an administrative nuisance.
High-Rise Living Makes Communication Part of Maintenance
A technician can test equipment. They can’t make residents read an email.
That may sound flippant, but communication plays a real role in maintaining a tower.
Residents need notice when alarms will sound. Tenants need to provide access. Building staff must know when systems are isolated for testing and when those isolations have been cleared. Defects affecting common areas may need temporary controls while repairs are arranged.
Poor communication creates confusion.
An alarm test without warning can cause needless concern. Too many poorly explained tests can also make residents treat every alarm as routine. When people assume a genuine warning is “probably maintenance again”, response can slow.
The answer is simple, though not always easy. Notices should be clear. Testing windows should be realistic. Systems should not remain isolated after contractors leave, and the responsible person should confirm that normal operation has been restored.
High-rise safety depends on people as much as panels.
Defect Reports Need Somewhere to Go
An inspection finds a fault. The contractor records it. The report lands in an inbox.
Then what?
In a large building, defects can move through several hands. The facilities manager sends the report to the strata manager. The strata committee reviews the cost. A contractor needs access. A resident must be notified. Parts have to be ordered.
Weeks can pass before anyone confirms the repair.
That’s why every defect needs a clear owner and a close-out process. The report should identify the asset, location and issue in plain enough language for decision-makers to understand. Once repaired, evidence should be retained. Where required, the measure should be tested again.
An inspection doesn’t fix a defect.
It reveals it.
That’s a mild contradiction people sometimes miss. A thorough inspection may create a longer report, which can feel like bad news. In truth, finding issues before an emergency is exactly what the inspection is meant to do.
The bad news was already inside the building. The report merely switched the light on.
A Safe Tower Is Maintained, Not Merely Built
Parramatta’s high-rise growth is a sign of confidence in the city. More people are living, working and spending time in buildings that would have seemed out of place on the skyline a generation ago.
Those towers can be safe, efficient and well managed.
But fire protection doesn’t preserve itself.
Doors wear. Batteries age. Tenancies change. Contractors drill holes. Records go missing. Systems that worked at handover need to keep working through summer heat, winter rain, resident turnover and years of daily use.
The solution isn’t one grand inspection or an expensive burst of work before the AFSS is due.
It’s steady maintenance.
Plan access. Test systems at the required intervals. Repair defects. Check the interfaces. Protect passive barriers during every fit-out. Keep records that the next manager can actually understand.
Parramatta’s skyline may be reaching higher, but the strongest fire safety work often happens out of sight.
