Elderly Dog owners say they are too scared to go out after wardens started finding them for their leads.
Gestapo Council officers say they can fine people if their dog Lead is over 2 metres long but after an old woman was targeted and fined, others fear they are targeting older people in a bid to scare them into paying up on the ridiculous rule.
The pensioners in Bootle later had her fine overturned but others have told OTS news that they are now petrified that walking their dogs will mean they will be instantly fined for it.
Signs have also been put on lampposts and parks telling dog walkers they’ll also be fined if they take their dogs off their leads.
