Councils Order Around 1.4 Million Tonnes of Road Salt a Year. Up to a Fifth of It Never Does Its Job

Right now, while most of us are still thinking about the tail end of summer, council depots up and down the country are placing their orders for winter. Between October and late March, local authorities keep the roads moving with grit, and collectively they buy in the region of 1.4 million tonnes of rock salt every year to do it.

That is a lot of salt. It is also a lot of public money. And a surprising amount of it is wasted before a single gritter leaves the yard.

Why so much salt goes to waste

The problem is how the salt is stored. Rock salt pulls in moisture from the air and dissolves in rain. Leave a pile of it out in the open through a wet British autumn and a chunk of it simply washes away. The National Winter Service Research Group, the body that sets best practice for winter road maintenance, estimates that keeping salt uncovered can lose councils around a tenth of the stockpile to rainfall, with a further slice wasted through overspreading because wet salt does not spread evenly.

Add those losses together and you are looking at close to a fifth of the salt bill going nowhere useful. For a mid-sized county authority buying tens of thousands of tonnes, that is a serious number.

Wet salt causes operational headaches too. It clumps. It bridges in the hopper and blocks the chute on the spreader, so drivers have to stop and clear it, sometimes going back to re-treat roads that were missed the first time. In the middle of an overnight cold snap, that is exactly the delay nobody wants.

Keeping it dry is the fix

The solution is not complicated. Keep the salt dry and most of these problems disappear. That is why purpose-built covered storage matters, and why more authorities are moving stockpiles under cover rather than leaving them out under tarpaulins.

A well-designed covered barn keeps the pile dry, protects it from contamination, and stops salt-laden runoff leaking into nearby watercourses, which carries its own environmental and legal risk. The better salt storage buildings are engineered specifically for the job, with clear-span interiors big enough for a loader to work a tall pile, and materials chosen to shrug off a substance that corrodes ordinary steel.

The numbers back it up. Calderdale Council, which built a covered salt barn at its Elland depot, reported that dry salt spreads so much further than wet salt that a covered store cut the amount needed on precautionary grit runs by up to a third. The salt lasts, it spreads properly, and the same load covers more road.

Why councils are choosing timber

Timber has become the material of choice for salt stores, for one straightforward reason. Salt corrodes steel, and there is nothing in a timber structure for it to attack. Eurodome, a Stirling-based manufacturer that has designed and installed bulk storage buildings for highway authorities and councils for more than 40 years, builds its salt barns from engineered timber precisely because of that. According to Eurodome, many of its dome barns are still in active use decades after installation, which for a structure holding thousands of tonnes of a corrosive material is the whole point.

The firm has put up more than 180 of these buildings across the UK and Ireland, working with clients including National Highways, Balfour Beatty, North Lanarkshire Council and a string of other local authorities. Its domes span diameters of up to 50 metres, and a single one can hold several thousand tonnes of salt under one roof. For a busy depot that means fewer part-loads, less double-handling, and a stockpile that stays where it is put through the worst of the weather.

Storage on that scale also buys resilience. When a cold snap arrives early or runs longer than forecast, the depots that cope best are the ones with a full, dry store they can draw on without waiting for the next delivery. Councils already share stocks with neighbouring authorities when supplies run low, so anything that stretches the salt already on site takes pressure off the whole regional network.

The carbon angle

There is an environmental story here beyond the wasted salt. On a salt barn built for National Highways at Strensham, the timber dome design saved around 440 tonnes of carbon compared with a conventional steel-framed build, roughly half the embodied carbon, according to an assessment by contractor Morgan Sindall.

For councils under pressure to cut both budgets and emissions, a store that wastes less salt and locks in less carbon does two jobs at once. It is the kind of unglamorous infrastructure decision that rarely makes the local paper, but saves a fair amount of money year after year.

What it means for this winter

None of this changes the weather. Winters will still bring the cold snaps, the school-run ice and the 3am callouts. Councils will still face the annual juggle of driver shortages, tight budgets and roads that need treating faster than any fleet can manage.

But the amount of salt that survives the autumn to be there when it is needed is very much within a council’s control. It does not depend on the forecast. It comes down to keeping the stockpile dry from the day it is delivered.

So as the winter orders go in over the next few weeks, the more useful question for a lot of depots is not how much salt to buy. It is whether the salt they already have, and the salt about to arrive, is being kept somewhere that lets it do its job when the roads finally freeze.
