At the same time the council are spending rate payers money on “test shoppers” usually council employees! No doubt on attractive rates of overtime? To entice private hire drivers to break the law by picking them up without being prebooked this means any driver who may be entrapped by these “test shoppers” is then commiting an offence of driving without insurance! The general concensus of opinion is it is time to deregulate and to have a one tier system if the council wish to go down that route they could like many other councils remove the anomaly of private hire cars having to be prebooked the advantages are of this are far greater than the pitfalls.
