Merseyside Police were searching Bispham Road and the surrounding area after officers identified two males who they believed may have been carrying drugs.
One male was arrested outside Ladbrokes at around 2.40pm and the second male made off on foot down Canning Road.
A scramble call was made and air support from South Liverpool attended.
The second male was not detained and police believe he may have escaped the area via a taxi.
