David McElhinney, who worked for Lancashire County Council (LCC), got two separate payments the leader and treasurer said they were unaware of. Mr McElhinney, ran One Connect Ltd – the council’s vehicle fleet contract firm – on a part-time basis. LCC chief executive Phil Halsall (from Southport pic above) has also been suspended while the tendering of the contract is also investigated.
