Officers were stationed outside Priory Educational Services in Derby Road Southport between 8:30 and 9:30am checking on all private hire vehicles from across the NorthWest who were dropping off children at the school. Spot checks are carried out periodically at various times of the year — each one would be classed a separate operation rather than one ongoing one. One of the main objectives of the licensing system is to ensure all licensed vehicles are, amongst other things, mechanically sound and safe. Operators and owners of taxis are required to ensure vehicles are properly maintained. Legislation gives Licensing Enforcement Officers (LEOs) the power to inspect and test any taxi and they can suspend the licence of any vehicle where the authorised officer is not satisfied as to its fitness via spot checks.
