The official reason quoted is that the contractors have blamed the delay on frost earlier this year. Of course, the reason is nothing at all to do with the fact that Peter Dowd, Leader of Sefton Council, will be seriously embarrassed by having this road opened just days before he hopes to be elected Labour MP in Bootle. For the road was pushed through and mostly paid for by the Coalition government while the previous Labour government refused to build it for 13 years.
